I would second the comment - if backups are removed if the course is removed, what happens if the course is deleted accidentally?
This comes back to a general comment - why do we concentrate on backups, and call things a backup system? It should actually be called a restore system, because that is what it is there for.
We have our automatic backups go to an external server, and when courses are retired, we go through an archiving process which ensures the last backup is retained, then we manually remove the automated backups. This ensures the ability to restore a course in case of disaster .
