In my opinion :- the rotation is part of the backup tasks
- if you make backups in course files, they are dropped with the course
- (one of) the advantage of external folder is that you can recover a course, even if it has been deleted!
If you create this ticket, let a link there.
If it asks about automatically delete external backup when deleting a course, i'll vote against it. And in fact, i think that Moodle doesn't assume that the external folder (always) exists. It only use it by copying the backup file, at the end of the backup procedure. And if the external folder doesn't exists (or isn't writable), it lets the backup file in course files...
But what i think could be useful would be a script/block/page that allows to locate and delete this backups of deleted courses (that are no more useful). But i suppose that the answer will be that, if it's stored externally, deal with it externally
