I think the issue has been that if you want to restore user data with a course you do have to go 1.9>2.2> onwards with a whole site, but once it had been figured out how to restore 1.9 courses without user data then it became possible to do that with individual courses. However, as Colin says, it can happen that the course contains blocks or plugins which weren't upgraded or compatible - and then the restore fails.
