It was not fixed but patched. All 12403 fix does is allow to exclude all questions from your backups but this also stops the quizzes that use those questions from being restored as well. We need a fix that only restores those questions that belong to the quizzes. The other tracker item does address that.
However, we also need a way to import a question bank separately without it taking hours and with it including pictures. I haven't tried xml or gift export or import in a while but it seems like last time I had issues with images and cloze questions which mine always are!
