Problems Restoring IMS CC Course

Hello,

I was recently asked about the possibility of doing ims cc imports to Moodle.  I know that it is possible for Moodle 1.9 - 2.6 to import ims c cartridges v1.1 (as zip files) using the restore functionality, but just knowing it was possible was not enough, I needed to verify this functionality.  Consequently I fired up an instance of Moodle 2.6 and then attempted to import a zip file in the imscc format.  Moodle correctly recognizes that "The selected file is not a standard moodle backup file..." When I go to restore as a new course or restore into existing course, an error screen pops up with Fatal Errors that correspond to two lines in the moodle.xml file from which the course would be restored to moodle.  Looking at the xml these two lines both have an ampersand in the xml, not the ampersand code: &. One is in a url, and the other is used in text in the course that I am attempting to import.  Looking at the imsmanifest.xml in the zipped imscc package reveals that the ampersand characters are both exported as the & code.  Is there something wrong with the way that I am importing? I am starting to think that this is an issue with the way that the moodle.xml file gets parsed.  

I realize there is this question that touches on what I have just asked about, but I was wondering if there are any additional details.
