We seem to be having a similar issue, some courses are able to resore or import, others not.
The techs have told me, I need to upload my course manually, and restore my old tests, probably manually too.
Any advice, I more worried about my test banks, as much was done in Moodle (I can export to Moodle XML , but then how do I review/read it to find out what bits the new 2.3 server doesn't like). Is there an XML converter (okay there is but one seems AWOL, and the other seems rather involved... and I doubt our techs have the time at the moment).
Running Moodle 2.3 on a Windows 2008 server, just moved from our Unix-based Apache (Moodle 2.0) -- same errors as above.
