Several but not all instructors get the error:
"Sorry, but you do not currently have permission to do that (edit)"
when they attempt to restore a backup from on previous course to a new one. Because it does not happen to all instructors, it is difficult for us to find the source of the error. We are using Moodle version 1.9. The exact error posted after the restore fails is shown below: 
Any help in resolving this issue will be greatly appreciated.
