Restore 2.1 course to 2.4

I did a backup of a course I created in 2.1 without any users. I then downloaded the course so that I could restore the course on our new server running 2.4 as a new course, it appears as if everything was successful but when it takes me to the new course, the activities and files are all there but none of the labels. All the information I included in the Introduction section, within the Modules, labeling the activities are all missing.

Any ideas what I must be doing wrong?
